Power attacks cannot be done on the charge at all, unless the model has a special rule allowing it to do so (none I can think of yet, but it may happen on a future model). And a special attack can only be done on a charge if the attack is a weapon ability i.e. the special attack is listed under the weapon name on the stat card. You would also lose the boosted damage dice from the charge if you make a special attack.

Otherwise its as before where the attack can't be used on the charge unless it says otherwise on the stat card like the khador devastator's Rain of death ability which is a special attack listed on the "body" of the jack but specifically says it may be used during an activation it charges
